- Vulnerable members of civil society, particularly those who are most affected by high levels of crime and violence, are people living in communities characterised by:
- 1. A lack of services,
- 2. Little or poor access to water and sanitation
- 3. Little or poor access to childcare facilities
- 4. Little or poor access to healthcare facilities
- 5. Little or poor access to educational facilities
- 6. Little or poor access to employment opportunities, or
- Those who are marginalised or excluded.
- Members of these at risk groups are:

VGVOCS (NPC) is a start up non profit company that strives to provide holistic victim-centred support services to victims of crime (VOC) - starting from the post traumatic incident, throughout the criminal justice processes & proceedings to compensation, to restitution, culminating eventually in a better future for the victim

Criminal justice systems are generally perpetrator and criminal process focused. Victims of crime are often neglected, marginalised and ignored - particularly those most affected by gender based and domestic violence and abuse. Victim impact statements can only be presented at the sentencing stage of court proceedings per SA Law Commission (1977).
