what we do

VGVOCS (NPC) Vulnerable Groups Victims of Crime Support is start up non profit company based in Cape Town, South Africa.

Our vision is to offer a full bouquet of sustainable just-in-time, victim-centred support services to victims of gender based and domestic violence and abuse - particularly members of vulnerable groups, in poorer rural and urban communities in South Africa. These support services will be available from post the traumatic incident; for the duration of the criminal justice processes & proceedings; include restitution and or compensation processes and eventually to the facilitation of a better future for the victim.

our intended impact

To educate, empower and support members of vulnerable groups in pursuance of their basic rights as victims of crime per Victims Service Charter (2004)

Increase the levels of reporting of gender based and domestic violence and abuse - supported victims are more likely to pursue access to justice with greater tenacity

Improve the quality of critical 1st contact evidence collected by the police
- a supported victim is likely to be more cooperative and confident

Reduce the potential for re-victimisation or secondary victimisation
resulting from the retaking of poorly taken 1st statements and the effects of legal illiteracy

Reduce the rates of declined prosecutions
and Increase the rates of successful prosecutions

Improve access and facilitate outcomes to compensation and restorative justice
per S297 & 300 0f the Criminal Procedure Act 51 0f 1977- participation of an informed and supported victim's participation is crucial

Facilitate the recognition of supported victims
; with the view to reducing gender based and domestic violence and abuse crime and enhancing the effectiveness and credibility of the criminal justice system

Facilitate the full and active involvement and participation of a supported victim
in processes and proceedings involving South African Police Service, National Prosecution Authority, Department of Justice and Department of Correctional Services.

vulnerable groups in poor communities

Victims of crime: "are persons who individually, or collectively have suffered harm, including physical or mental injury, emotional suffering, and economic loss of substantial impairment of their rights, through acts, of omissions that are violations of national criminal laws or of internationally recognised norms relating to human rights ." (UN Declaration of Basic Principles of Justice for Victims of Crime and Abuse, 2000) (South Africa is a signatory)

Women

UN definition: "any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or private life."

Children

"Crimes against children is a critical issue that may have a lifetime impact on children...These crimes include rape, assault, robbery, murder, child trafficking, abduction, home robbery, housebreaking, theft of motor vehicles and sexual offence." (StatsSA, 2024)

the elderly

WHO identified 5 priorities: 1. Combat ageism - it's a major reason for under reporting of elderly abuse 2. Generate more & better data to raise awareness 3. Develop & scale-up cost effective solutions to stop abuse 4. Make an investment case for elderly abuse solutions 5. Raise funds for resources (WHO, 2022)

the disabled

"Persons with disabilities, and girls and women with disabilities in particular, are especially vulnerable to abuse and violence, including sexual abuse and torture, inside the home, at the hands of family members, caregivers, health professionals and community members" (White paper on the rights of persons with disabilities, 2015)
